Surkhandarya region adopts the new system for investment activity monitoring

On July 21 this year, Deputy Prime Minister of the Republic of Uzbekistan S. Umurzakov headed a video conference on monitoring the implementation of instructions to revise the regional development program and generation of new investment projects provided during the visit of the Working Group in Surkhandarya region.

The thorough analysis of the resource and investment potential of the districts and cities enabled the assessment of each project according to the criteria of economic feasibility, profitability and impact on the social and economic development of the region.

During the meeting, the heads of sectoral departments, commercial banks, and local authorities received instructions to develop and approve separate schedules for each project being implemented.

At the same time, there were instructions to allocate the required credit resources, land plots, empty buildings and structures by September 1 this year with a view to implementation of 832 investment projects, and for 288 projects to be commissioned in the first half of 2021 - until October 1 of the current year.

High-quality and timely implementation of these projects provided instructions to adopt a fundamentally new monitoring system involving the heads of sectors of districts and cities focused on the constant interaction of executive officers bundled as 'sectoral departments of the Ministry of Investment and Foreign Trade - sectoral economic associations - commercial banks - sector of districts (cities)'.

The separation of responsibilities will also help to quickly respond to problems faced by entrepreneurs.

In particular, the managers of sectors will directly support the allocation of land plots, obtaining of permits for the construction and connection to the utility networks.

The heads of commercial banks will be responsible for the timely allocation of credit resources.

The heads of industry departments and business associations will be responsible for the timely commissioning of projects, the launch of production and other issues related to the economic activities of new enterprises.

The relevant structural divisions of MIFT will generally monitor the implementation of the project, as well as practically assist the sending of manufacturing equipment and foreign specialists to Uzbekistan.

Besides, there was the targeted assignment of heads of sectors to certain projects: the khokims of regions and cities were assigned to 495 projects worth UZS 2.6 trillion, the prosecutors of districts and cities - to 350 projects worth UZS 3.3 trillion, the heads of internal affairs authorities - to 402 projects worth UZS 4.3 trillion, and the heads of tax authorities - to 274 projects worth UZS 1.8 trillion. The heads of sectors will comprehensively support the entrepreneurs and investors in order to bring new production facilities into operation within the specified time.

The participants reviewed the execution of instructions on the full use of 'drivers' of the region's economic growth and the development of additional investment projects in priority areas.
