The Cabinet of Ministers of the Republic of Uzbekistan adopted Resolution No. 994 dated December 13, 2019 on Approval of the Regulation on the Procedure for Certification of Origin of Goods, which provides the introduction of the REX system.

For reference: The REX system is a system to register exporters to confirm the preferential origin of goods, which is used in the EU General System of Preferences.   Registration involves the duly formed application of the exporter, where the exporters enter information about their business activities. Further, when exporting goods to the EU countries, the registered exporter confirms the preferential origin of the goods with its application / declaration of origin of goods in the invoice (with no need to submit A form certificate to the customs authorities of the EU countries).

Registration of exporters in the REX system simplifies export procedures and enables exporters themselves to draw up a document on the origin of the goods. Accordingly, the exporter can just contact the authorized body once, submit a duly filled form (application) and register in the REX system. Subsequently, the exporter will not have to contact the authorized body when exporting each new batch to the EU countries.

Please remember, that the period of transition to the system of 'self-certification' based on the registration of exporters in the REX system of the European Union ends on June 30, 2020.

After the end of the period of transition, the preferential regime will cover only those goods whose origin is confirmed by the statement of the registered exporter on the shipping document (invoice), i.e. EU customs authorities will not accept the certificates for the purposes of preferences.

Uzbekexpertiza JSC and its regional enterprises have been registering exporters in the prescribed manner since the beginning of this year.

Thereupon, we ask exporters who deliver goods to EU countries to register in the REX system in advance.
