The results of work of the Republican Commission for Export Potential Development in Khorezm region
Within three working days, the Republican Commission for Export Potential Development in regions and industries reviewed 2,256 business entities implementing investment projects in Khorezm regions and identified 174 enterprises that faced problems in their business operations. Comprehensive analysis considered each problem and developed effective solution.
For example, 62 enterprises required lending resource, 3 – allocation of empty buildings and structures, 93 – land plots, 6 enterprises have problems with engineering services connection, 4 - delays in customs clearance when delivering technological equipment, and 6 - delays in construction and installation work due to the unavailability of foreign experts, which cannot arrive under air travel restrictions. All problems were solved with close engagement of ministries, departments, commercial banks and local authorities.
Moreover, the members of the Commission reviewed operation of all regional exporters (100 enterprises). They concluded that 35 entrepreneurs also have problems requiring urgent solutions. Therefrom, 13 exporters required lending resource, 7 had problems in searching for marketing outlets, 5 - difficulties with the supply of goods due to restrictions on cargo transportation in certain countries, 3 - delays in production due to the lack of foreign experts, 2 needed allocation of land, 2 had no opportunity to timely pay for loans, and 2 had problems with electricity networks connection, 1 needed compensation of transportation costs related to the use of alternate cargo traffic. All of the above issues were also worked out and resolved expeditiously.
In addition, the members decided to allocate an area of at least 20 hectares in each district of Khorezm region to commercial banks to establish small special economic zones. Each zone was assigned to a corresponding bank, whose responsibility will include the implementation of promising investment projects aimed at establishment of advanced innovative industrial production involving private investors to produce high value-added products top requested on the domestic and foreign markets.
What is more important, the Commission’s field work in Khorezm region resulted in adoption of a stable system for prompt notification and response to emerging business requests, which was achieved through clear coordination of relevant government agencies, commercial banks and local authorities. This system will operate on a full-time basis enabling regular comprehensive support to business under unstable global economy.
