MIIT continues to work on the implementation of the "Uzbekistan — 2030" Strategy
The "Uzbekistan — 2030" strategy is a fundamental, comprehensive document that defines such priority areas of our country’s development as ensuring the well-being of the population through sustainable economic growth, saving water resources and environmental protection, organizing effective public administration and others.
The Ministry of Investment, Industry and Trade is working systematically to fulfill the relevant tasks defined in the Strategy.
In particular, as part of the implementation of the instruction to create a rating of the investment climate of the regions, a technical task (methodology, criteria and digital model) has been developed in a short time, measures are being taken to develop and implement an electronic rating platform.
The objectivity of the rating is based on a large number of different data used for its calculation. This is, first of all, information on 70 indicators of statistical data aggregated by ministries and departments, local authorities and statistical organizations. The results of surveys of 395 participants from each region on 61 indicators and the opinion of 10-15 experts from ministries and departments, the Business Development Association, the Chamber of Commerce and Industry of Uzbekistan and other organizations are also used.
The rating is calculated in two directions: investment potential and administrative efficiency, which in turn take into account such aspects as human resources (23 indicators), natural resources (4 indicators), financial resources (10 indicators), technological and innovative resources (5 indicators), infrastructure (14 indicators), competitiveness (10 indicators), regulatory environment (42 indicator), the presence of institutions and organizations to support business and others.
The introduction of the rating will make it possible to quickly and effectively assess the investment potential and the effectiveness of the implementation of operational and strategic tasks aimed at improving the investment environment of the districts, the activities of state bodies to solve problems in the field of improving the investment environment, increasing the inflow of investments to the regions of the country.
Another task of the Strategy implemented by MIIT is to take measures to ensure a 100% level of yarn processing in the textile industry and the production of 400 thousand tons of synthetic and mixed fiber to meet the demand for high–quality fabrics.
340 projects worth about $4 billion have been developed in this direction. Thanks to this, it is planned to achieve production volumes of 3.6 billion square meters of fabric and 670 thousand tons of knitted fabric by 2030, almost complete processing and production of finished products worth $20 billion and an increase in export potential to $10 billion per year.
Already today, more than 150 textile industry enterprises have ISO 14001, BSCI, Sedex, Oeko-tex Standard 100 certificates. As a result, products worth over $560 million are exported to more than 30 countries around the world, including Germany, Spain, Italy, Belgium, the USA, Great Britain and Turkey.
In addition, a program has been developed to expand the production of artificial fiber, according to which 4 major projects are being implemented in 2023-2026. In particular, the production of 400 thousand tons of artificial fiber per year will be mastered by Buxoro Sintetik tola, Siyovush polimer, Merganteks and others.
